Hair Care Product demand is often much higher than the demand for other hairdresser services.
For example, in Midtown I had:

The problem is that I cannot open a store that only sells Hair Care Products. Without hairdresser chairs/service equipment, the store gets no customers.
If I add another functioning hairdresser to sell more Hair Care Products, it also reduces the demand and sales of my existing hairdressers.
So the game shows high Hair Care Product demand, but there is no good way to serve that extra demand independently.
It would be better if Hair Care Products could generate their own retail traffic, be sold in another retail business type, or have their demand balanced more closely with hairdresser services.
