According to the lore gambling is illegal in NY and thats why theres only the gambling boat but they could change it idk
I love the implementation of the casino boat, however I think players would love to have access to a casino that is in the city and is 24/7. also maybe the ability to own and operate one as well.

It’s not legal to operate a casino in NYC, which is why the boat is in “international waters”, and why the player likely won’t be able to operate one.
I do agree the once per week limitation makes it easy to miss it, though!
