I was thinking of using the School as a way to obtain licenses.
You need a license to:
Sell alcohol/tobacco,
Buy/sell real estate
Drive a Big Truck
Sell prepared food (food handling & hygiene course)
etc.

Before opening certain businesses you must make sure you have certain licences in place, failing to have that licence for that business could result in fines and being shut down. Licences would cost money and may need certain requirements met.
If you want your business to operate between certain times then you would need a late night operating licence, if this is a club it could be part of the licence to have CCTV in a percentage of the business, and so many security.
Licence to sell alcohol on or off premises, to be able to apply for a licence to sell alcohol the business owner would have to attend classes to gain a certificate for selling alcohol, like a personal licence to sell alcohol in the UK. Part of the licence could be again must have CCTV in a percentage of the business.
If you play music in your business like pub, clubs, shops then you would need to apply for a licence to play music.
If your business is a fast food takeaway or restaurant then you would have to apply for a food hygiene rating before opening and annually. Depending on the skills of your staff and cleanliness of the business, this would affect your hygiene rating, if your business is 1 star out of 5 ratings for so many years your business could be shut down. The business owner would also have to attend classes for a food hygiene certificate.

Before being able to open certain businesses, your character has to attend classes to be able to open them businesses.
Examples:
If your business sells alcohol, then you would need to attend a class to be able to sell alcohol just like the UK. This could be split into two categories, licence to sell alcohol in a pub or club, and the other would be like a shop where they sell alcohol to be consumed off the premises.
If your business involves food, then you would have to attend classes to gain a food hygiene certificate.
