Build 184: no vacant shops

I am unable to find vacant shops with Build 184 and the map overlay does not have that option anymore. Is that an oversight or am I missing something?

You can filter for “Retail” on the map. That will show available shop buildings.

it seems that its a bit more of a hunt to find that ‘perfect’ first business. I found one in my last game on Fifth avenue as Fourth avenue was all occupied.
