I had the same issue but a slight different suggestion. I think the game should have a dedicated HQ page from where you can handle all your HR plans, logistic plans, etc. From this page you could access all managers and agents you have schedueled at your HQs. In this way, your insurance plans (and other settings) are not bind to any specific HQ, but to your “Company” as a whole.
And yes, the ability to rearrange the lists would be great.
